What is it: A multi-issue coalition focused on pursuing legislative and regulatory policies that promote the health and growth of the high production sector of America’s residential construction industry.
Purpose of the coalition: To act as the policy, information, and communications hub among America’s largest homebuilders, key suppliers, manufacturers, vendors, and financers to the industry on key issues. BIPRT develops positions on major issues impacting high production residential construction throughout the supply chain, and works to share those positions with federal policymakers.
The Challenge: The high production residential construction industry is facing significant policy challenges and opportunities, such as GSE reform, tax reform, Dodd-Frank implementation issues, labor supply and immigration issues, and energy efficiency issues. These legislative and regulatory initiatives have the potential for lasting impacts on the industry and key industry stakeholders. Yet, stakeholders and large builders are often pulled in different directions with scores of public policy priorities and sometimes limited bandwidth. Although these stakeholders are inextricably tied together in the marketplace, they are often individually unaware of key issues that have the potential for long-term business impacts, and also are often not coordinating consistently with effective responses that can benefit the industry as a whole. The BIPRT serves this coordinating role among the builders and stakeholders on key industry issues, ensuring that all of those impacted by potential outcomes have an opportunity to have a direct voice in developing positions and strategies to effectively address those issues. The BIPRT also increases the capacity of stakeholders to act jointly in the interests of the industry by ensuring that the key issues are covered, and individual company voices are directly heard, even as companies continue to focus on additional company-specific priorities.
The Structure: BIPRT is led by a Steering Committee of between 12-15 stakeholders, who participate by invitation. Stakeholders include big builders, suppliers, vendors, manufacturers and service providers to the industry. The Steering Committee drives policy decisions and prioritization of issues. Beyond the Steering Committee, a category of Regular Membership provides companies with the opportunity to contribute to discussions on group positions and activities, as well as network within the group on grassroots efforts.
